A Single Application Process for Post-Secondary Education in Singapore
Starting in 2028, Singapore's secondary education system is set to undergo a significant transformation. Current Secondary 3 students will be the pioneers of a streamlined application process for post-secondary institutions, marking a shift towards a more unified and efficient system.
The current system, which involves separate application exercises for junior colleges (JCs), polytechnics, the Millennia Institute, and the Institute of Technical Education (ITE), will be replaced. Students will no longer need to navigate multiple online portals and different application dates. Instead, they will use a single common platform to submit up to 12 course choices as part of the new Post-Secondary Admission Exercise (PSE).
This change aims to simplify the application process, reduce administrative burdens, and provide students with a clearer path to their chosen post-secondary education. By consolidating the application process, students can focus on selecting their preferred courses and institutions without the added stress of managing multiple timelines and portals.
The PSE will be accessible via Singpass, open over six days, and will allow students to rank their choices based on preference. This approach mirrors the Secondary 1 posting exercise, where students select their preferred schools and courses. The order of choice will be a tiebreaker, encouraging students to prioritize schools and courses that align with their strengths and interests.
The new system will also introduce a common exam period for the Singapore-Cambridge Secondary Education Certificate (SEC) examinations, starting in 2027. This will replace the current Singapore-Cambridge General Certificate of Education (GCE) exams, with SEC written exams for English and mother tongue languages held in the second week of September. Other written papers will follow in October, and results will be available in mid-January 2028.
This centralized approach to admissions and examinations aims to provide a more seamless and student-centric experience. By reducing the complexity of the application process, the Ministry of Education (MOE) hopes to alleviate some of the uncertainty and stress associated with post-secondary education choices.
Despite this change, the MOE emphasizes that admission exercises recognizing students' diverse strengths beyond academic grades will remain. These include Direct School Admissions to JCs and early admission exercises for polytechnics and ITE. The new system aims to complement these existing processes rather than replace them entirely.
The introduction of the PSE marks a significant step towards a more integrated and student-friendly post-secondary education system in Singapore, offering a simplified application process and a clearer pathway to students' chosen academic paths.
